Chris Mortenson of ESPN.com says the Cincinatti Bengals turned down an offer from the Redskins for Chad Johnson.
According to Mortenson the Skins offered their first picks in 08' and 09' for the talented wide reciever.
It defenitely shows an air of desperation for the Skins to be offering two first round picks.
